Responding to the Challenge

Resource recovery will occur on the Anticline under current federal mandates and existing leases. The responsibility of the Operators, Bureau of Land Management (BLM), WDEQ and WGF is to find the best possible balance for energy development, wildlife, air and community.

This proposal enables the Operators to invest more funds in enhanced technology and long-term planning that will benefit air quality and wildlife:

Reduces cumulative impacts over the life of the project
Steady, managed and predictable pace of development results in fewer years of impacts to wildlife
Significantly improves air quality
Annual and 10-year planning with BLM, WDEQ and WGF
Monitor and mitigate impacts on habitat, wildlife and air through the Operators' dedicated $36 million mitigation fund

Quick Facts

Only 8% total surface disturbance will occur within the PAPA from this natural gas development that helps meet our nation's growing energy demand
The BLM estimates the natural gas royalties over the life of the field at approximately $16 billion; $8 billion would go to the State of Wyoming
Production of natural gas provides a secure, clean domestic supply of energy to heat 10 million homes for 30 years

Minimizing Habitat Disturbance

Concentrated year-round development preserves large, contiguous blocks of habitat and migration corridors on the Anticline
Directional drilling on multi-well pads allows for reuse and expansion of pads (and less per well disturbance) and minimizes new road and pad construction
Limited year-round access in Development Areas allows earlier pad reclamation while resulting in 100 fewer pads than currently authorized
Interim reclamation occurs on well pads where no development activities are forecast for two years
Offer by Operators to suspend activity on flank leases in certain areas that will provide crucial habitat for wildlife, migration corridors and livestock forage

Reducing Traffic and Human Activity

Multi-well pads allow for consolidation of operations, installation of a Liquids Gathering Systems (LGS) and reduction of road infrastructure
The LGS reduces human disturbance by eliminating approximately 165,000 truck trips annually at maximum production
Expanded use of computer-assisted operations reduces vehicle traffic during production

Protecting Air Quality

Commitment to an 80% reduction in rig engine NOx emissions from 2005 levels within 3.5 years after the SEIS ROD is issued
The LGS greatly reduces emissions from trucks and tanks as well as associated dust for the life of the project
Consolidated multi-well pad operations reduce human activity and associated vehicle emissions
The Operators will make improvements through advanced technologies to reduce emissions

Benefiting Local Communities

A steady year-round workforce establishes a stable population and local economy, improving safety and minimizing the boom-bust cycles associated with seasonal drilling
The 10-year development plan will improve local leaders' ability to forecast and plan for school, housing, infrastructure and other community needs

Mitigating, Monitoring and Funding

Contribution of $36 million to a Mitigation and Monitoring Fund to address potential impacts to air, wildlife, livestock, vegetation and reclamation
The Fund will be used for mitigation, monitoring, research, and analysis associated with potential impacts due to energy development in the PAPA
Mitigation will be based on goals and objectives, which will be discussed and reviewed in annual meetings with the BLM, WGF and WDEQ
